Hi Experts. My husband (40y) and I (37y) have previously sold our 4 rm (No grant taken, HDB Loan), now residing in 5rm (Grants taken, HDB Loan) fully paid in Woodlands. We know our next unit will be Bank loan. We are planning to upgrade to a Jumbo unit. It states that if we are buying a HDB resale, we are required to pay levy. Can I check the HDB resale refers to any unit in the open market? What does it mean in the HDB site for resale levy for purchase of HDB resale?

Hi Sir
No resale levy is payable for purchase of a resale flat in the open market. Resale levy only applies if you are purchasing a flat direct from HDB.(eg BTO, sales of balance). Good afternoon,

If you are purchasing resale HDB from open market, no resale levy is applicable. Resale levy is only applicable if you apply for a 2nd subsidy (grant), in which case you are not doing this time round.

As it involves bank loan this time round, carefully planning is required so the cash outlay is minimized. The timeline coordination for a smooth transition is also important. I have worked on similar cases and would be happy to share the best approach to ensure a smooth transition. Also quite familiar with Woodlands as I have transacted quite a number of units in Woodlands in the past 2 years, at 68X series, 80X series, 65X series and 71X series ranging from 4room, 5room and Exec Maisonette.

I wish to inform you that should you purchase a HDB resale flat, you DO NOT need to pay a resale levy.

You will only need to pay a resale levy if you get a second "subsidized housing", meaning a BTO direct from HDB, or a brand new EC from the developer.

If you are buying a HDB resale property, then there is no need for you to pay any resale levy. You mentioned ‘It states’, may I ask where did you see it from? There might be a chance that the source of information is wrong. I hope that answers your question.

The next thing that caught my attention is that you mentioned that your family are looking to upgrade to a jumbo flat. People who upgrades to a jumbo flat are looking definitely for space. So the next question for you is, is that space a luxury or is it a necessity? There are some concerns if we go into a jumbo flat now and due to jumbo flats being an older type of flats, we also need to be careful on restrictions of CPF usage.

If you do not mind, then may I suggest for you to kindly call me and we can have a chat about this. After hearing your plans and your situation, then we can discuss on what are the best plans for you. We can also do a financial calculation for you and your family and we can send the calculations for you to keep so that you can make that informed decision with your family. No worries as there are no obligations and no charges at all.
