Hi,
Overseas property count are not included in the property count towards ABSD computation. So after decoupling and your husband had sold his part-share to you, he is without any singaporean residential property and will be considered to be buying first property next, and as such no ABSD applies. Only the normal BSD. However do note you need to refund the CPF utilized + accrued interest he has used for the property, as well as take over the loan at the market valuation.
If you choose to sell the existing singapore condo, the moment when the buyer of this condo exercises the OTP, both your names are freed up without property count, so you can purchase the next condo without ABSD.
