Hi, can we buy a new BTO HDB but we do not have income in Singapore but only overseas statement. Now we own a resale 5 room flat 95 pct paid but we want to get a 4 room in Kallang or Queenstown area. We took the grant when we bought the resale 5 room. Can we use overseas bank statement? We will not take a loan.

Hi, appreciate your sharing. If you don't require loan but require to do HFE using singpass to purchase. Likewise, you can prepare all the documents and check with HDB via HDB feedback.

Good morning,

you will be considered as second timer as you had taken a subsidy in your existing HDB unless otherwise. Resale levy of $45k will be payable based on your 5RM.

I do understand you dont wish to obtain any loan for BTO application but a valid HFE will be required for the application and it will be better to work out your finances at the same time.

If you are not taking a loan and will use the sale proceeds from the sale of your 5 room flat to finance the purchase of the 4 room flat, you do not need income statement in Singapore. However, you will still need to apply for the HDB Flat Eligibility Letter (HFE).

You can submit your foreign income in your HFE for assessment to see how it goes. This is more towards assessing the eligibility to purchase than to apply for home loan assessment. Do take note that resale levy will be applicable in your case for a successful BTO application given that you have already enjoyed a housing grant for your current resale 5 room flat.

Hi SK,

1) You are considered as the 2nd timer in the BTO application since you had taken grants for your current flat.
2) Yes, overseas income can be submitted for HDB consideration.
3) You must take note that it is up to the HDB's discretion on what exchange rate they are using to consider your overseas income.
4) So, if after the conversion, your household income exceeded the $14k mark. You will be considered ineligible for the BTO application.
5) I suggest you apply for the HFE now so that you can apply for the BTO when there is any HDB development in the area you prefer.
6) The HFE is valid for 9 months. You have to reapply when it is expire.

Being a second-timer in the BTO application is determined by previous grant usage.

Overseas income can be considered by HDB.

HDB uses its discretion in determining the exchange rate for overseas income.

Household income exceeding $14k post-conversion may lead to BTO application ineligibility.

Applying for the HFE now allows for future BTO applications in preferred areas.

HFE validity lasts for 9 months, requiring reapplication upon expiry.
