Hi,
1) Under the current HDB policy, it is a straight no. Because in order to be eligible, you need at least 1x SC + 1x SPR or 2x SPR to form the family nucleus.
2) But I would encourage you to write into the HDB to get special permission to buy. They are dealing with this on a case-by-case basis.
