Care to share whether your existing flat is purchased directly from HDB (BTO or Sale of balance flats) or resale flats with housing grants?
If yes, you will be considered as second timer for new BTO or SBF. You will have to pay a resale levy based on your current flat model in cash. For instance, 3rm: $30k; 4rm: $40k etc.
If you dont want to pay resale levy when you go for new EC, you can opt for those ECs that you dont have to pay resale levy.
If you purchase a resale flat without housing grant, you will not have to pay resale levy for BTO/ SBF or EC.
