Hi there, you would need to be legally married before your purchase of your HDB is completed, but if you had already registered for a ROM date, you can appeal to HDB to allow you an extension of time before you show them the proof of marriage.

As for the ABSD, as long as you are eligible to purchase a resale HDB flat as a SC, eg, Single over 35 y.o., family scheme, there will no ABSD charged for the purchase. There will only be a 5% ABSD applicable for a SPR family applying for a resale HDB flat.

1) When you are buying a matrimonial home, as long as one of you is a Singapore Citizen. You are not required to pay any ABSD. This is applicable to the fiance/fiancee scheme.
2) Since you are buying under the fiance/fiancee scheme, you must ensure you are receiving your marriage certificate within 3 months upon key collection. So do not apply for your marriage date too late.
3) If you exceed the given grace period to have your marriage registered, you should be more worry about losing your flat rather than the stamp duty.
