It's near impossible to acquire a HDB apartment without any COV. If you do happen to chance upon one, you've to always ask yourself this questions.
Why would the owner let it out with no COV when flats go off the shelve almost immediately with COVs of around 10K?
Could there be something wrong with the flat?
