In purchasing a landed home, the main factor affecting the price will be the land size of the property. The number of freehold or 999 years leasehold landed homes is small in comparison to other sectors in Singapore, therefore it makes it even more scarce to be able to find a landed home under $1.8m. Why are you only considering the western sector of Singapore? There are choices available elsewhere like Macpherson, Thomson Garden and even within eastern sector like Opera Estate to consider.
