Have observed you may have made several posts on the same enquiry. In my humble opinion, nobody can predict the future but based on recent trends, I would say the HDB resale market has more or less stabilized from its 2013 peak (about 10% lower). Subsequent quarters, in the absence of any policy reviews or external event, will most likely eke out 0.5 to 1% difference, which if you look at it amounts to maybe another 5% for 1 year, but as you noted, some mature regions prices will still hold up. But at least now you are looking at realistic/reasonable COVs (if any in the 1st place). It is much lower from the highs 2 years ago. This is assuming all things stay constant.

Question is can your plans wait? Buyers are coming back into the market as evident from the increasing transactional volume.

Hi, yes definitely. The last 2 years has seen lots of units selling below valuation and it is evident that the market is weakening. As no one could time the market perfectly and so you would not know when would the market starts to pick up again.

In all honesty, I do agree that the HDB prices have been sliding however, are rather on the stabilized side as of yet. This is attributed to the buyers who have waited for prices to drop further than expectations ; and when that didn't concur, the sales volumes went up in response to their anticipatory actions.
