I am 40 plus single Singapore Permanent Resident , not marry yet.I heard from neighbor that i could buy resale HDB flat since i am over 40 years .It is true ? So far, what i know , i should not eligble . Kindly advice.Thanks
Single SPR can only purchase private property. Only married SPR couple with 3 years SPR status can purchase resale HDB.

I would like to compliment Mr Ivan Ng for his professional work and effort.I sent my first post in Jan 2019 and Ivan replied promptly, so I have decided to contact Ivan for follow up. My EC was not ready for sale due to MOP (another 3 months from Jan) at that time and Ivan was able to give me advices on how to proceed from there. Initially we have decided to try to write to HDB for early sale but since it was only 3 months left, eventually we waited for another 3 months while we looked for our next property. I'm sorry to inform you that you are not eligible to purchase a resale HDB flat. You could however purchase a private property, as there are no restrictions on foreigner ownership.

Your neighbour is not entirely wrong, just that there will be restrictions and criteria to meet before you are eligible.
For single scheme, you must be a Singapore citizen and 35 years and above to be able to purchase HDB.
For PR, you need to be at least 3 years PR and can only qualify under family scheme where you need to purchase together with your spouse.
With the recent report of HDB price increase, sometimes it might be more worthwhile to purchase a private property as the capital appreciation might be higher.
