1) Yes, a single mother is eligible to buy BTO as well as resale HDB flat.
2) SC/SPR (mother) + SC/SPR (child under legal custody) is eligible for HDB flat.
3) As the 2nd timer for BTO, you will be subject to a resale levy (depends on your last BTO flat type).
4) Agent fee for buying HDB flat is 1% + GST of the purchase price.
