Yes it is possible to sell your 4 room flat and buy a 3 room flat. However, careful planning is required to make sure financially is comfortable for you. Hi,

1) You may do so if this is your first BTO application or the 2nd.
2) You may sell upon buying your new flat.
3) To begin with, look for the newly available flats over here via https://homes.hdb.gov.sg/home/landing.
4) Once you found any location that you like you may submit your booking application on those areas ready for open booking.
5) You may sell 3~6 months before the key collection of your new flat or apply for a temporary loan in order to collect the key first while selling your flat.

Do you mean to purchase a BTO flat? We will then need to know if you have purchased any HDB direct from HDB before as well as if you have received any housing grant for the current flat in order to know if you are eligible to apply for BTO. If you have not received any housing grant or purchased any units direct from HDB, the general outlook is that it is possible. Nevertheless, the process may not be smooth sailing, given that you will need to hope that you get a chance to select a unit, and that the units available for selection are acceptable to you. I have personally applied for BTO more than 5 times before but did not manage to succeed as my queue number is too behind.

Considering a resale 3room flat that is 5 years old could be better managed if you do not mind resale units. And in conclusion, your finances must also allow you to make the switch accordingly.
