Hello.
I intend to purchase a resale hdb but I will be overseas for quite sometime. I do not intend to have a power of attorney on my behalf.
At what stage of the purchase am I required to be present physically in person, or can the documents be scanned over to me to be signed and scanned back?
If the documents need to be signed with wet ink, and I could have the documents courier-ed to and fro overseas, is it possible that I do not have to be physically present throughout the whole process?

You will need to be present during completion stage. And yes, the OTP requires wet ink signatures. Consider getting a Power Of Attorney to do this instead which can facilitate ease of transaction. In addition, since you are overseas, the MOP of 5 years do not include the period which you are residing overseas. Read More

Dear buyer,
Buying a HDB flat is to live in it. So, if you will be away from SG, HDB will not accept your application. They will request you to apply when you are back permanently in SG. So, your presence during the 5yr MOP period is very important.

You might want to consider buying private condo/apartments where there is no such requirement. You can also rent them out whilst you are away. I can assist you with that.

Hi Fariz,

Yes it is possible to be overseas while purchasing a resale HDB flat. Arrangements can be made to courier the documents over to your location for signing. The online endorsements as part of the HDB process can be done remotely as long as you have your singpass.

Good afternoon Fariz,

exercise of OTP and paperwork during HDB purchase completion will require your wet ink.

OTP can be couriered to your location for signing as for completion, POA will be most ideal if you cant make it. If not you can opt for private law firm to represent you. Probably they will send their clerk to attend the completion on your behalf.

Do take that MOP will only kickstart when you occupy your unit physically.

Hi Fariz,

If you appoint a Power of Attorney, he or she can attend and sign documents on your behalf without your physical presence. This is approx $300 to $400 but you have to find someone reliable and can help you when you are away.

If no POA, only exercising of OTP and completion appointment requires your physical presence, and wet ink signature. The other procedures are done online and can be completed via singpass login.

If you appoint a law firm to act for you in the purchase, the law firm clerk can attend the completion appointment on your behalf. However you will still need to physically come down for a law firm appointment and still exercise the OTP.

(1)Wet Ink Signatures: You need to sign the documents with a pen before meeting the HDB officer on the completion date, which is 2-3 months later.
(2)Presence Required: You must be present during the completion stage.
Power of Attorney: Consider appointing a Power of Attorney to handle the transactions for you.
(3)MOP Exclusion: The Minimum Occupation Period (MOP) of 5 years does not count the time you are living overseas.
(4)Renting Out: If you are away from Singapore, HDB will not accept your application to rent out the whole unit without a Power of Attorney. Double-check this with HDB to be sure.
