Hello,
I am PR. I do not own any foreign property. My wife is a housewife in Singapore and she owns 1 house in our home country. As a PR who does not own any foreign property, am I eligible to buy an HDB unit through resale?

Morning Ian,

As per your statement, your wife, who is being considered as your family, owns a house in your home country. Hence to purchase a resale unit in Singapore, you will then have to settle the unit which you wife owns, outside Singapore.
