Hello experts,
I am a Singaporean planning to get marry. My fiancé is American, and we are currently living and working in the States. I fly back to Singapore quarter of the year to be with family. We are thinking of buying HDB flat. Our average income typically never exceed $10,000 a month. I am looking for advice on HDB eligibility.

Hi,

As a Singaporean, you will be eligible to buy a HDB flat under the non citizen spouse scheme. Your fiance will need to have a long term visit pass or work pass in order for you to qualify under such a scheme. I will be happy to give you an overview of the purchase process and assist you further.

May I know if you are aged 35 or above? This affects your eligibility to purchase a bigger unit. In addition, if you are required to take up a home loan for your purchase, your income must be recognised by the financial institutions to be eligible for the home loan. You may apply for the HFE to determine your eligibility to purchase, including home loan as well as any housing grant that you maybe eligible for.

HI,

1) Eligibility:
(a) You will not be eligible under the fiance/fiancee scheme as this requires one party to be an SC and the other to be at least an SPR.
(b) You shall be eligible under the Non-Citizen Spouse (NCS) scheme once you are married. This solemnization can take place in Singapore or overseas.

2) Age for NCS:
(a) If you are under 35 years old. Your partner must have at least a valid work pass or a Long Term Visit Pass, which must be at least 6 months from the date of issue at the time of resale application submission.
(b) If you are 35 years old and above. Your partner must have a valid work pass or visit pass.

3) Type of flats:
(a) BTO/SBF: You must be 35 years old and above. The pass requirement is the same as 2(a) for your partner. You are eligible to apply for a 2-room flexi (99-year lease) only.
(b) Resale flat: You are eligible to buy any type of flat.

4) Income ceiling:
(a) BTO/SBF: maximum average household income = $7,000 (all applicants)
(b) Resaele: No income ceiling

5) Grants: (Only available if your average household income not exceeding $7k).
(a) BTO/SBF: The only grant available is EHG. Since your household income is nearly $10k, you won't be able to get anything from this. The maximum income to be eligible for EHG is $4.5k.
(b) Resale: You are eligible for half CPF housing grant which is $40k. PHG of $10k if purchased within 4 km of your parents' premises.
