does buyer without agent need to pay commission for condo

No need to if you have not engage the services of agent. Usually for private properties, the commission is paid by seller and shared between the agents involved, although there is a recent publication of best practises that both seller and buyer to pay their own agents for the transaction.

Typically the buyers do not pay commission to buyer agent when purchasing condo, the buyer agent usually does a cobroke and shares the seller's agent commission paid by the seller.
There are also buyers who value their buyer agent inputs and pay their buyer agent a fee when purchasing private property. This should be communicated right from the onset
