I am writing to inquire about the possibility of purchasing an HDB flat with my parents and to seek your advice on the best course of action given our current situation.

Our Background:

I am a Singaporean and unmarried.
My parents are Permanent Residents (PR).
We currently live in a 3-room HDB flat at 195 Kim Keat Avenue, which my parents purchased in 2008.
Due to our growing family, we intend to upgrade to a 5-room flat as the current 3-room flat is too small for the five of us. In the future, if I find a partner, the 3-room flat will not be sufficient for a larger family.

I am considering purchasing a new 5-room flat with both my father's and my names listed as owners. However, since my parents already own the 3-room HDB flat, I would like to know if it is possible for us to retain the 3-room flat and still proceed with the purchase of the 5-room flat. The existing 3-room flat is important for my siblings' schooling and convenience. Additionally, 195 Kim Keat Avenue is near the expressway, and we can hear the noise from the road. As my sister and brother are still in school, we hope to find a better environment for them to study.

Specifically, I would like to know the following:

Is it possible to keep the 3-room flat while purchasing a new 5-room flat with my parents?
Would it be possible to transfer the current 3-room flat, which my parents purchased together, to my mother's name?
We urgently need your guidance on this matter and look forward to your prompt response.

Hi Ms Chen, I understand your concern, firstly can I check if you are above 35? If you are above 35, it is possible for you to purchase a flat on your own. Secondly, as your parents are under a family nucleus, both of their names have to be on the same HDB flat and it cannot be transferred to just under one person's name, furthermore, a single PR is not eligible to hold a HDB flat. So if you plan to purchase a 5-room flat, you will have to sell the existing 3room flat.

Good morning Ms Chen,

Sorry to inform you that one household can only own 1 HDB at any point of time which means your parents have to sell off their existing 3RM if they decide to upgrade to 5RM. As your parents are married, your mom is not eligible to own a HDB as 1 x SPR. Need to buy as a family nucleus.

Will they be able to upgrade to a 5RM without your inclusion? Do take note that they will be subject to 5% additional buyer's stamp duty (ABSD) on property purchase as SPR.

If you are at least 35 years old, you will be eligible to buy a resale HDB under single singapore citizen scheme.

Hi Ms. Chen,

If you are 35 years and above, you can purchase the 5-room under your sole name should the finances allow. Your parents name not needed. Your parents can also keep the 3room HDB since both of them are SPR for more than 3 years. So the key is your age now and whether you have the finances to purchase the 5-room under your sole name.

If you are below 35, you have to purchase with your parents name together, including your mother's name, and they have to sell away the 3-room.

It is not possible to retain the 3 room flat if you are looking to purchase a 5 room flat, as both your parents' names must be in the same HDB unit, either as co-owners or as essential occupiers. Are you already 21 years old? Otherwise you will also be unable to be a co-owner.
