Dear Guru, my wife is listed as Flat owner while I am listed as an occupant in our matrimonial HDB home and MOP has been fulfilled. In Jan 2013, the Goverment has introduced a 7~10% ABSD. As a HDB listed Occupant, does this in any way impact me? Would the ABSD still be applicable to me, considering that I am only a listed Occupant under HDB and i did not own any private residential property.

Afternoon Mr. Phang,

The ABSD is applicable to all PR buyers. It also affect SC buyers who are looking for their second property. Being an occupier, you are not considered as the owner of the said property. Hence if you are SC and this is your first property in holding, you are not liable for ABSD.

Hi Mr Phang,

Unless you are listed as the co-owner of HDB, if not you will not be liable to any ABSD if you purchase another property as a SC. If as PR, it will be 5% for first property.
