1) The earliest date you can apply for an SBF is after receiving the final court order.
2) However, due to the overwhelming response on SBF, I suggest is to have a contingency plan other than SBF. You can see from there the applications vs availability:

3) SBF will take 1.5 months to confirm whether you can get one unit or not.
Notification of ballot results
BTO: About 3 weeks from the closing of the application period
SBF: About 1.5 months from the closing of the application period
4) Do you have any alternative if your SBF application is unsuccessful? It is always best to have something planned just in case.
