Hi,

Unfortunately no, COV as the name suggests, is Cash Over Valuation and has to be paid in cash. The grant will be credited to your CPF OA once approved by HDB, and can only be used to fund the purchase price, mortgage and/or stamp duties.

Unfortunately grant cannot be used to offset COV. For DIY buyers, it is highly important to research on the market price of a particular unit before putting up an option to avoid forfeiting on the option fees due to unability to pay off the COV.
