Yes, it is possible. If the purchase is made under sole name under the SPR, they can purchase a resale EC where the first owners had met the MOP. If the purchase is under the Foreigner's or Joint names, then they can consider a resale EC that has past 10 years from TOP.

Alternatively, they may also consider private housing, where there is no such restrictions. They are free to purchase new launches or resale condos of any age.

1. PR can only buy Resale EC that has reached 5 years MOP
Foreigner can only buy Resale EC that has reached min. 10 years
2. How many bedrooms are you looking at and which area?
