Hi,
1) You may apply with your parents to buy a resale HDB flat under the Non-Citizen family scheme.
2) This scheme is not available under BTO/SBF. Thus you only can consider resale HDB flat.
3) Only you can be an owner when you buy under this Non-Citizen Family Scheme. Your sibling is too young to be an owner.
4) Only SC or SPR is allowed to own an HDB flat, thus your parents can only be listed as occupiers.
