Sorry, play safe is to await for HLE to come out then proceed, likewise the HLE date must be earlier than Option date.

If you are talking about HDB option fee, the answer is no although I have encountered such transaction goes through after explanation and 'apologies' to the HDB officer. HDB does not allows one to place an option fee before HDB is approved and you will have problems during the resale application stage. I am specialised in HDB transactions and the vast majority of my buyers managed to secure a house without COV despite today's sellers market situation.
