It will be best that your spouse is a SPR when both of you do the intent to sell in order to get maximum grant if not you will have to buy under non citizen spouse scheme and apply for singles grant.

I am well specialized in HDB transactions and have served a couple of buyers like yourself under non citizen spouse scheme. Yes you may purchase under non-citizen spouse scheme first and list your wife as an occupier. If you are a first timer, you are eligible for singles and EHG (singles) grant. Upon your wife gaining SPR or if you have a Singaporean child (whichever is earlier), you may then claim for top up grant (Difference between Family/EHG grant and Singles/Singles(EHG) grant). The grant given after the flat purchase must be used to offset any outstanding loan at that point of time. The balance will be retained in your OA and can be used for your next flat purchase.
