If your parent have fulfilled the MOP requirement on their HDB unit, they are eligible to apply from HDB for rental of whole unit.

Yes, you are able to do so as long as the 3-room flat owned by your parents has surpassed the MOP period.

Yes, you are able to do so as long as your parents are SC and the 3-room flat owned by your parents has fulfilled the MOP requirement.
