Hi,

1) Oxley Residence is a freehold condominium consisting of 12 condos and 5 landed units.
2) Since your question is can a foreigner buy this property, I presume you are referring to the landed unit at the same time as a freehold property.
3) Yes, a foreigner is allowed to purchase these freehold landed units in this condominium.
4) Because the landed units here hold a strata title, meaning it is selling a unit but not the land. Therefore foreigner is allowed to purchase such property.
5) Foreigners are not allowed to purchase those landed properties selling with its land, which is usually those not within a fenced area.
6) Having said that, in fact, there are exceptions to allow foreigners to buy landed property in Singapore. You will have to get an IPA (In-Principal-Approval) from LDAU (Land Dealing Approval Unit) from SLA (Singapore Land Authority) in order to do that.
