Can a single 10 years PR buy DBSS flat?

Good evening c,
single spr is not eligible to buy HDB (DBSS is HDB). You need to form a family nucleus if not become SC to do so.
Will you consider the private segment to kickstart your home ownership?

DBSS has the same regulation as HDB and therefore you are not allowed to purchase as a single PR. You may want to consider a resale EC or private condo instead which provides higher chances of capital appreciation instead of a HDB whose price is highly affected by government cooling measures in the future.
