There is a foreign spouse scheme available, but you will need to meet all criteria in order to be eligible to purchase a HDB with foreign spouse.

Hi,

1) Yes, there is a Non-Citizen Spouse (NCS) scheme under the BTO/SBF and resale HDB.

2) There are some differences between the BTO/SBF & resale HDB flat:

(a) BTO: The citizen must be at least 35 years old. They are only eligible for the 2-rm flat.

(b) Resale: The citizen only needs to be 21 years old and above. No flat type limit.
(i) The grant amount is the same as the Single Citizen grant under the NCS scheme. The grant amount is also different when buying a 4-rm and smaller flat and buying a 5-rm flat. No grant (except PHG) is applicable to any flats bigger than 5-rm flat.
(ii) The requirement for your spouse's pass is also different when you are below 35 years old, and at/above 35 years old to be eligible under the NCS scheme.
