1) Yes, you may apply to purchase under the fiance/fiancee scheme before marriage.
2) You are expected to submit your marriage certificate within 3 months after key collection (completion).
3) You also have to be aware that only the owner's CPF funds can be utilized for the downpayment and mortgage payment.
4) So, you could only use cash to assist in the mortgage payment as an occupier.
5) It is recommended you do your financial calculation properly before applying for the HFE to ensure that the appointed owner's income can get a sufficient loan for the flat.
