Hi,

1) Siblings under 35 yrs old unmarried can apply for BTO only if they are under orphan status.
2) One of the conditions of such a situation is one of the deceased parents must be either SC or SPR.
3) Under such conditions you may apply under the "Orphan Scheme".

There is no restriction to flat type under the "Orphan Scheme". You may purchase 2~5-rm flat type. Make sure your household income is less than $14,000/mth.

As both of you are under 35, you may purchase a HDB only if both of you are orphans under orphans scheme. Should you not meet the exact criteria for orphans scheme (both parents must passed on in order to qualify), you can always submit an appeal on this. However do note that orphans scheme applicants can only apply for 2 room flexi bto in non mature estate area. If you want a bigger flat, you may go for resale where there is no size restrictions applicable. I am specialised in HDB.
