Assuming scenario where parents want to buy a new 4rm bto near current hdb. They are also owners of current hdb. Are they applicable for the FCS proximity scheme, if they have son staying in current house as occupier?
Noted that current house will have to be sold off upon new flat key collection. Is this priority scheme applicable if son promises to stay within 4km next time?

1) The residential units must be located within a maximum distance of 4 kilometers from one another when they are located within different housing estates. This proximity is essential in fostering community ties and support among family members.

2) Both the existing unit (owned) and the new unit (new application) must be situated within the same housing estate. This requirement is designed to streamline accessibility and enhance familial connections.

It's important to note that both the owners and the applicants are required to comply with these conditions for a minimum duration of five years after the grant is approved.

However, in this specific case, your parents face a challenge in meeting these eligibility requirements. While they currently own their existing unit, they intend to apply for a new unit. An obstacle arises from the stipulation that the current unit must be sold within six months following the collection of keys for the new unit. This situation complicates their ability to satisfy the criteria of maintaining ownership of the existing unit for the required duration, thus impacting their eligibility for the Proximity Housing Grant.

Under the FCS proximity scheme, parents and their children, regardless of marital status, will have priority access if they are applying for a new flat to live with or near each other.

As you have noted, after collecting the keys to your new flat, the parents or child who has helped you to qualify for the FCS (Proximity) MUST continue to live with you or within 4km of your new flat throughout the minimum occupation period of the new flat.

In addition, they MUST not:
- Submit any application or be included as occupiers in any application to buy a flat directly from the HDB, a resale flat or an Executive Condominium unit, located more than 4 km from the new flat
- Take over the lease or tenancy of a flat (including DBSS flat) or an Executive Condominium unit located more than 4 km from the new flat.

Note that the above are "must" conditions, not a "promise" - so you may not have flexibility, even if your circumstances change later on.

The proximity scheme is only applicable if the son has a place within 4 km and therefore it is not applicable if the son has a plan to stay within 4 km in the future. However, the son can apply for a proximity housing grant for resale flat or apply under the Family Care Scheme for BTO in the future.

Yes, the parents can apply under the Family Proximity Scheme if the son is listed as an occupier of the new BTO flat and is currently staying within 4km — which in this case, he is, since he’s staying at their existing HDB.

However, if the son is not applying together with them for the new flat and is only promising to live within 4km in future, that doesn’t qualify. HDB looks at the current place of residence at the time of flat application.

If the son intends to move out later and live nearby after they’ve moved into the new BTO, that’s fine for family reasons, but it won’t count toward getting the proximity priority.

Best option? Apply with the son as an occupier and state the current address clearly.

1. To qualify for the Proximity Housing Grant, the new and existing homes must be **within 4 kilometers if in different estates**, or **within the same housing estate**.
2. Both applicant and owner must **meet these location rules and hold the properties for at least five years after the grant is given**.
3. In your parents’ case, the need to **sell their current home within six months after moving into the new unit** makes it difficult to fulfill the ownership duration, affecting their grant eligibility.
