Hi Louis,

I shouldn't say there isn't any chance that some units may ask for 10k and below COV. Flats that are asking for low COV are mostly non renovated, original conditions and many other factors involved. I should describe COV in my layman terms as " willing seller willing buyer" situation as you may have seen on news that some HDB flats are being sold at $100K COV.
Overall I should say that there might be chances for low COV for some flats.
