A Singaporean citizen owns 1 pte condo himself. Then 1 year later, he inherits 2 private condo – one each from his two parents. Question is: Does the guy need to pay any stamp duty for inheriting 2 condo from his parents?

Evening,

By the terms of inherit, it would like mean that the ownership have being transferred to you. Therefore, it's likely that you will be required to pay for the ABSD. However, based on the content on WILL, the case might be different.
