Why landlord refuses to provide car park decal?

I don't think it is under the landlord's control in issuing car park decal. You may wish to approach the management to do so. Check with your appointed salesperson.

Do check with your condo manager (MCST).
Bring your Tenancy Agreement along. This should prove your 'rightfullyness' to be allowed to Park within condo compound.
I do know of cases where by the landlords continue to park in the condo, taking up the entitlement.
