Why it is a must to give agent 4% of the total annual rental fee as commission when in most cases they do not need to do much of the work in bringing clients to house owners, especially when owners themselves put up their own advertisement in local newspaper and had all the legal documents, contract, stamp duty application procedures and tax well known? Is this industrial practice TOTALLY NON-NEGOTIABLE?

Yes, it is always negotiable. And in some cases, I only charges 1 to 1.5% for selling their properties.
