You need to do your due diligence when it comes to making an offer. There is no 100% absolute to avoid COV because valuation is only done when you have agreed on a purchase price with seller, with deposit paid and OTP granted to you.

End of the day, it will be a willing seller and buyer before we can reach this stage. Should valuation be lower than the transacted price (COV applicable in this case), buyer can choose to have the deposit forfeited and walk away from the deal.

If you are doing DIY on purchase, then you have to understand the market trend and resale value of the estate that you are looking at. For us to advise on the COV component is as tough as telling people when will the earthquake strike.

Hi,

COV will likely occur in locations where supply is less than demand. When a unit in such a location comes up for sale, there will be herds of ready buyers willing to come out with COV to get that unit.

To avoid the chance of paying COV, you can target other locations where the supply meets demand, or even in oversupply areas, where you can sometimes get below valuation.
