Morning Ryan,
You are absolutely allowed to sell it off to Singaporeans and Permanent Residents after you fulfilled the 5 year minimum occupation period from the date you collected the keys of your current EC.

As the EC has not been privatised, your targetted group of buyers will only be Singapore citizens and Permanent Residents after you have completed the mandatory minimum occupation period of 5 years, regardless of the TOP date.
