When return the unit after rental, can the landlord don’t return the deposit and ask the tenant to pay the rental because the landlord cannot rent this unit out as he don’t feel the unit is clean enough?

There are covenants to be fulfilled by tenant and landlord in a rental agreement, failure to do so, the suffering party may claim against the other party.
