Hi,

1) Condominiums are private development; designed, built, and sold by private developers.
2) Executive condominiums (EC) are HDB development that is designed, built, and sold by private developers.
3) To buy a new EC, you must meet the eligibility scheme listed by the HDB. Please refer to the below for the eligibility:
https://www.hdb.gov.sg/residential/buying-a-flat/executive-condominium/eligibility

4) As an SPR you may choose to buy the following:
(a) Condominium: new launch or resale.
(b) EC: resale that had met its' MOP (5 yrs from TOP).
5) There are no eligibility restrictions for (4).

Hi,

The main differences between condo and new Executive Condominium (EC) is that there are regulatory requirements to meet to be eligible, so SPR households can't purchase new EC. SPR households can purchase both resale EC that is 5 years old and above as well as most condominium units.

SPRs will be eligible to purchase all non-landed private residential properties which includes condominium (for both new launch and resale). For executive condominium, you will only be eligible to purchase those who have met the 5 years minimum occupation period (resale market).

As per existing stamp duty, SPRs will be subjected to Additional Buyer's Stamp Duty of 5% on their 1st residential property purchase on top of the normal stamp duty that is applicable to all purchasers.

It will be important to sit down and discuss more about your plans in order to move things forward more efficiently. Things to consider are usually if you are looking more towards long term stay or are you planning to cash out in the short to mid term for profit and of course the affordability factor.

Hi

In terms of facilities, I should say that ECs facility are same or even better than normal condominium. The difference between EC and normal condominium is that only Singaporeans who have met stringent requirements are allowed to purchase a new launch EC but have to meet 5 years MOP before they are allowed to resell their EC. There is no such requirements for newly launch condo and everybody including foreigners may purchase it and even resell it anytime they wants (minimum 3 years after purchase to avoid seller stamp duty). After an EC has met it's 5 years mark, it can be sold on the open market to Singaporeans and SPRs like yourself. After it met its' 10 years mark, it can be sold to anybody without restriction (status similar to normal condo). As EC are typically bought at a much lower price during the launching stage as compared to normal condominium, the resell price once it reached it's MOP are generally lower than normal condos of the same age. This is due the EC sellers being more willing to sell their units at a lower price as they too have bought the unit at a much lower price years back. As an EC gets older, their resale value in comparison with normal condominium will narrow down as there is technically no difference in terms of status once an EC has reached its 10 years mark. As a Singapore PR, you are ineligible to purchase a newly launch EC but may purchase a resale EC, newly launch condominium or resale condominium.
