There are 2 stamp duty need to pay for 2nd property; Basic Stamp Duty (BSD) & Additional Basic Stamp Duty (ABSD).
For SC: BSD; 3% + ABSD; 7%.
For SPR: BSD; 3% + ABSD; 10%
For Foreigner: BSD; 3% + ABSD; 15%
Stamp duty are to be paid within 14 days or 30 days upon exercising of option.

I am sure my colleagues are clear with their explanation of the stamp duties involved. Besides stamp duties, you may also want to consider the housing loan and the CPF usage when getting a 2nd property.
If you have an existing outstanding housing loan, you will only be eligible to loan up to 50% for the 2nd property. For CPF usage, you will need to set aside half the prevailing minimum sum amount which is $83,000 in your OA and SA accounts before you can use the excess in your OA for purchase of the 2nd property.
