Hi, if you wish to sell flat before MOP, need to write in to your HDB branch office to request. There is no penalty involved if approval is given.

Evening,
To sell your HDB prior MOP, you have to write into HDB for approval, based on normal cases. If it's a divorce case and your MOP is still far away, HDB will buy over your unit at valuation. As for penalty, there none but you would be considered as having enjoyed subsidized unit once.
