You have mentioned that the rental agreement requires the tenant to do quarterly maintenance therefore this is an obligation for the tenant to do the servicing whether it is used or not. It is something like even if you do not stay in the apartment after renting the apartment, you are also legally obligated to pay for the rental, instead of saying you do not pay since you are not staying for that period you maybe posted overseas for say 2 months.
I feel your landlord is being kind to just insist on doing chemical overhaul to all the units instead of holding you responsible for air con breakdown within the near future for not conducting the quarterly servicing.
