Dear Mrs Bee Leng Ang,

Unfortunately, fees to apply to URA for change of use usually will be borne by the tenants. Perhaps what you may do is look for takeover business for child care centre. Otherwise, you may wish to indicate in the LOI for landlord to consider applying for change of use, or have the security deposit returned to you if URA does not approve the change?
