From mid-2025, both married and single children will enjoy priority access when they apply for a new flat to live with or near their parents, under the new Family Care Scheme (FCS). The new scheme, announced by Minister for National Development, Mr Desmond Lee at a community dialogue session on 6 November 2024, aims to strengthen intergenerational family support by promoting proximity living between parents and children.

2 Today, single children do not have priority access when balloting for new flats to live with or near their parents. Recognising Singapore’s ageing population, the Government understands that more ageing parents may increasingly rely on their children for caregiving and support. To encourage familial care and support, Prime Minister Lawrence Wong announced at the National Day Rally 2024 that the Government will extend priority access to new flats to all parents and their children regardless of marital status.

Current Priority Schemes to Support Proximity Living and Familial Care

3 Currently, married children and their parents can apply for a new flat under the following priority schemes:

Married Child Priority Scheme (MCPS) for married child and parents to live with/near each other;
Senior Priority Scheme (SPS) (live with or near parents/married child)1 for seniors to live with/near their parents or married child; and
Multi-Generation Priority Scheme (MGPS) for married children and parents to live near each other in the same BTO project.

The above priority schemes will be replaced by the FCS. More information on the schemes can be found at Annex A.

New Family Care Scheme

4 The new FCS will offer priority access to all parents and their children, married or single, when they apply for a new flat to live with or near each other.

5 It will be rolled out progressively in two phases starting from mid-2025, and will comprise two components – (i) FCS (Proximity) in mid-2025; and (ii) FCS (Joint Balloting) in end-2025.

Yes, under the new Family Care Scheme (FCS), both married and single children can apply for a BTO flat together with their parents. This scheme helps families live closer and supports intergenerational living.

The FCS has two parts:
1. FCS (Proximity) – Starting mid-2025, it offers priority access for parents and their children, regardless of marital status, to apply for flats to live with or near each other.
2. FCS (Joint Balloting) – Expected by end-2025, this allows parents and children to jointly apply for two units in the same BTO project, usually 2-room Flexi or 3-room flats.

So yes, as a single 35-year-old, you can apply for a 4-room or 5-room BTO flat together with your parents under the FCS (Proximity).

If you want to explore this option or need help with your application, just reach out anytime!

    Hi Aren, you wrote "FCS (Joint Balloting) – Expected by end-2025, this allows parents and children to jointly apply for two units in the same BTO project, usually 2-room Flexi or 3-room flats."

    Are you sure single children (unmarried, over 35) can apply for a 3 room flat? If I'm not wrong, we can only apply for 2 room flexi MAX.

    Please let me know, thanks.
