There was no tenancy agreement signed between landlord and tenant.
When moving out, tenant trying to discuss with landlord to get back the deposit.
After several attempts of discussions, landlord still refuses to return back the deposit by giving many excuses and reasons.
After moving out, tenant was trying to contact landlord by sending messages and calls.
But landlord totally ignore tenant, not replying messages and answering calls.
If there was no tenancy agreement signed, can tenant report this case to the small tribunal claims court to get back the deposit?
