Thanks forum for this this platform, question - my partner recently got PR and we re now trying to figure out what makes more sense for our first home . we are both turning 30 this year, so starting to feel like we shld have a proper plan instead of just renting n putting off the decision.
we're currently paying $1.8k in rent every month . my salary is around $6k while my partner earns about $3-4k, but we've only managed to save around $20-30k rougly in cash so far.
We are actually writhing all the options available out there before we take any decision
BTO -
we've been considering getting a BTO since it's more affordable , but the waiting time is what's putting us off. even if we get a decent queue number, there's still the construction period to think abt. on the other hand, a resale flat means we can move in much sooner, but the downpayment n other costs could wipe out most of our cpf n savings. if the cov is high, we might even need to take a loan to cover the difference.
RESALE -
part of me feels like buying resale now makes sense since we're already spending money on rent every month, but im also worried abt stretching ourselves too thin financially.
also, is it possible to buy a resale flat first n still apply for a bto later on? if that's an option, would the extra loan % interest n costs make it financially unwise? would appreciate hearing from anyone who's been in a similar situation n had to choose between waiting for a bto n buying resale earlier.

**With S$20k–S$30k in liquid cash, jumping into an HDB resale flat immediately is extremely risky; applying for a BTO or Sale of Balance Flat (SBF) is the far safer move.**

---

### 1. Resale Reality: Your S$20k–S$30k Cash Will Not Suffice

Even with a solid household income (S$9k–S$10k), resale purchases demand heavy liquid cash:

* **Option Fee & Exercise Fee:** Up to S$5,000 in pure cash.
* **Cash-Over-Valuation (COV):** Cannot be paid via CPF or loans. If the flat has even S$20,000 COV, it wipes out your entire savings.
* **Cash Shortfall on Stamp Duties / Legal Fees:** Buyer’s Stamp Duty (BSD) on a S$550,000 flat is S$11,100. While reimbursable from CPF OA, you frequently need liquid cash upfront while conveyancing paperwork processes.
* **Renovation & Appliances:** Resale units require at least S$35,000 to S$50,000 in hard cash.

A single unforeseen plumbing defect or COV bill will leave you with zero emergency funds.

---

### 2. Can You Buy Resale First, Then BTO Later?

**Yes, but it is financially inefficient.**

* **The 5-Year MOP Freeze:** You must live in the resale flat for 5 full years before you can even submit a BTO application.
* **The Second-Timer Resale Levy:** If you take CPF Housing Grants (e.g., Enhanced CPF Housing Grant / Proximity Housing Grant) for your resale purchase, you are classified as a second-timer for your future BTO. You will have to pay a **Resale Levy in hard cash** (e.g., S$40,000 for a 4-room, S$45,000 for a 5-room) when collecting BTO keys.
* **Second-Timer Ballot Odds:** BTO quota allocations heavily favor first-timers (up to 95% of supply); second-timers face tough ballot odds.

---

### 3. The Recommended Strategy

1. **Apply for BTO / Shorter Waiting Time (SWT) Flats Now:** A SC + PR couple qualifies under the **Public / Fiancé-Fiancée Scheme**. Target projects with shorter construction periods (under 3 years).
2. **Use the Staggered Downpayment Scheme:** First-timer couples pay only **5% initial downpayment** (using CPF OA) at lease signing, deferring the remaining downpayment until key collection.
3. **Continue Renting at S$1.8k:** S$1,800/month is very manageable against your combined S$9k+ take-home income. Commit to saving S$3,500/month into high-interest accounts; in 2 years, your liquid cash will comfortably cross S$100,000.

✔1. At around 30, I would not rush into buying a home just because you are paying $1.8k in rent. With a combined income of roughly $9k–$10k and cash savings of only $20k–$30k, the priority should be understanding your CPF balances, monthly commitments and how much you can comfortably afford without draining your emergency fund.

✔2. BTO is generally worth considering if you qualify and can manage the waiting period. The purchase price is usually more manageable, but you need a realistic plan for housing during construction. If you are eligible for a shorter-waiting-time flat, that may help reduce the trade-off between waiting and renting.

✔3. Resale offers flexibility and a faster move-in, but remember to budget for the downpayment, buyer's stamp duty, legal fees, renovation and possible COV. COV must be paid in cash and cannot be covered by a housing loan or CPF. Avoid committing based only on the monthly instalment.

✔4. Regarding buying resale first and applying for BTO later, it depends on your eligibility and the flat type. If you buy a private property, different restrictions apply from buying an HDB resale flat. HDB flat owners generally need to meet the applicable waiting-out period after disposing of their flat before applying for a subsidised BTO. Check the latest HDB rules before making this a long-term strategy.

✔5. Since your partner recently obtained PR, check your eligibility carefully before assuming you can apply for a BTO as a couple. If one partner is a Singapore Citizen and the other is a PR, you may qualify under certain schemes, subject to HDB's conditions. If both of you are PRs, the eligibility rules are different. Your citizenship status could significantly change the options available.

✔6. My suggestion is to compare three scenarios: continue renting while saving, buy an affordable resale flat, or apply for a BTO if eligible. Work out the total cost over five to ten years rather than focusing only on rent versus mortgage. With limited cash savings, keeping a healthy buffer is just as important as getting onto the property ladder.
