Tenants can rent out their other rooms to sub tenants? Any condition?

Hi,

Nope the main tenant can’t and would need to get the approval of the landlord before doing so.

Hi,
Sub-letting a HDB unit is illegal. It might be possible in private apartments, if the owner allows it in black and white. So, check first before entering into a contract... it might be illegal.
