Hi,

Yes if you fulfill all the EC eligibility conditions (eg. 14k/mth, family nucleus, not more than 2 times subsidized flat etc), and financially equipped to do so, yes can purchase new EC from developer. Well if you are not selling your HDB until your EC keys are ready, technically your bank loan for your HDB will not be affected in any way yet and you don't have to redeem the loan yet since you are still servicing the mortgage up till Dec 2018. The norm is there are penalties payable (refer to the letter of offer T&C that was signed), but perhaps going to the same bank for the EC housing loan, they might be able to offer a waiver subject to approval.

Since you have been staying at this HDB for the past 12 years, you will be able to purchase an EC if you satisfy the eligibility conditions. You may be subjected to a resale levy as a 2nd timer.

Hi,

I think you need to give a deep thought over below factors:

Buy EC (new)
(a) Yes, you can buy if you are eligible for it. All criteria are the same as buying any BTO.
(b) Resale levy
(c) Loan amount is 50% since this will be your 2nd loan.
(d) Subject to TDSR calculation to determine how much loan you are able to get.

Lock-in period for bank loan
(a) Exactly how many months of 2 years.
(b) From now till Dec 2018 is 15 months.
(c) In order to guarantee to avoid penalty, you might have to service both loan for the next 9 months upon EC TOP.

I had mentioned in my earlier response that you could speak to the banker over this, because you are giving them a bigger business than current HDB loan. I believed they are able to provide you a leeway.
You can speak to current bank and another bank to check any bank willing to bill you out from current situation.

Though you might not need to service the EC's full loan during now till TOP. You are still burning candles over two ends.
You have to ensure the stability of your finance status.
