This is a million-dollar question. Nobody can predict the future, and I believe no agent will be able to guarantee you that a particular condo is going to be encbloc in the future.

Whether or not should you purchase Spring Grove depends on what is your objectives. Are you looking to buy for own stay? Or are you just betting on enbloc? And also why Spring Grove? I believe you must have your own reasons as to which only this is shortlisted.

Good afternoon!

This is something that no one will be able to guarantee. All we can do is to do analysis and tell you if there might be high chances of Enbloc, but there is still always a level of risk as Enbloc might not go through. There are many developments I have done analysis on and felt might go through Enbloc, and they have whereas a few of them have not.

The most important question is: If you purchase Spring Grove and it does not go through Enbloc, will you be fine with it?

Spring Grove is a 99years leasehold project in district 10 with its lease commencing from 1991, with an approximate 71 years balance in the lease tenure. There is a total of 325 units in this project with a plot ratio of 2.1, which means this development can go as high as 24 storey subject to the authorities approval.

If you have come across business times report on 9th December 2019, it is reported that there is currently a supply glut of homes which will take years to clear, and with a list of land sales coming up in 2020, developers will definitely take a cautious approach when it comes to collective sale, given that they have an additional 5% non-remissible stamp duty to pay after the last round of cooling measures introduced back in July 2018.

The city-state had an overhang of 31,948 units as of Sept 30, according to the Urban Redevelopment Authority. Sales have averaged about 2,500 homes per quarter this year, and at that rate it will take almost four years to clear the backlog, according to Christine Li, head of research for Singapore and Southeast Asia at Cushman & Wakefield Plc.

A collective sale will take multiple parties involvement to materialise. I am certain that there will be a good number of Spring Grove home owners eyeing a collective sale effort, but at the same time, and even if 80% of the home owners agree to put up the project for collective sale, the collective sale effort will still require a developer willing to match the expected price in order for the effort to be successful. I am not so optimistic if we are looking at the 5 years horizon to be honest based on the current numbers.

Good afternoon,

Spring Grove is an unique condo development in the sense that it is a leasehold development that sits on freehold land owned by the US government. It had previously went for an en bloc attempt but didn't go through.

With the recent cooling measures imposing higher land acquisition costs for developers, relatively healthy supply of stock of a few new launches in the grange/orchard road vicinity and the somewhat uncertain economic climate, chances of successful en bloc attempts of larger land sizes developments such as Spring Grove in the next 5 years in my humble opinion may be slim. Never say never but based on the market information we have now, it does look like the en bloc cycle is taking a pause for a while and also most recent en bloc attempts have closed without a successful bidder.
