For your case, it will be a negative sale. You will not get back any cash from the sale of your HDB if you sell it at $580,000 as you need to pay back CPF + Accrued Interest of $600,000.

In fact, you will need to top up $20,000 CASH to your CPF to make up for this shortfall.

However, you might want to make an appeal for this shortfall.

If you are not selling HDB below valuation, you are not required to pay back in cash. Pay back in cash only apply to the amount for difference of the valuation property upon completed of HDB sales.
